Earlier, the post was held by Field Marshal Sarath Fonseka, who is to contest the upcoming Gen. election under the ticket of the Jathika Samagi Balawegaya.
Ruwan was earlier working as the organiser of the Biyagama electorate.
Before Fonseka, the Kelaniya electorate had been under the Jayawardena family for years, with former president J.R. Jayawardena and Ranil Wickremesinghe among the former organisers.
